Who We Are

Ian has an extensive business career in business leadership and entrepreneurialism, in a variety of industry and cultural contexts. He has also occupied ministerial positions within the church. He founded R&R Ministries in 2022 to provide pathways to those facing barriers to meaningful employment, such as the homeless, the formerly incarcerated, refugees, legal migrants and the trafficked and through doing that, facilitate reconciled relationships with God, neighbor, the self and the environment.

M. Angela Waters is the Executive Director of R&R Ministries, with over 35 years of leadership experience in local government and team environments. As the face of the organization, Angela is instrumental in donor relations and public outreach, building strong connections and raising awareness of R&R Ministries’ impact. Her strategic vision and leadership guide the organization toward sustainable growth, community transformation, and lasting change. Angela’s dedication continues to inspire and shape the future of R&R Ministries, empowering individuals and strengthening communities.

Victor DeHoyos is a seasoned finance professional and servant leader with over 30 years of experience in finance, tax strategy, planning, audit defense, and compliance. Victor has also held leadership roles at Arthur Andersen LLP, Frito Lay, and PepsiCo, Inc., and currently serves as CFO of R&R Ministries/Wellness Cleaning LLC.

A cradle Catholic, devoted husband of 35 years, and father of two, Victor has faithfully served his parish as a catechist, lector, usher, and Extraordinary Minister of the Eucharist. He is a Certified Public Accountant (CPA) and a proud graduate of Texas A&M University. Outside of his professional life, he enjoys hunting, hiking, and active community service through organizations such as the Knights of Columbus, American Heritage Girls, and PHP Furniture Ministry.

Travis has been faithfully serving in faith-based nonprofit ministry in the Dallas area since 2015. With a heart for people and a passion for the Gospel, he has led initiatives in youth outreach, after-school programs, community engagement, and reentry support. Travis is dedicated to walking alongside individuals facing life’s challenges, pointing them to the hope and healing found in Christ, and helping connect them with the tools and resources needed to thrive. Travis is married to his wonderful wife, Bridget, and they live in Dallas with their three dogs.

Cody has spent the past 15 years serving in reentry and recovery ministries, walking alongside individuals facing addiction, homelessness, and incarceration. With a deep passion for helping people rediscover God's vision for their lives, he works to bridge the gap between marginalized communities and the broader public through advocacy, education, and meaningful community engagement. When he’s not serving others, you’ll likely find Cody on a walking trail—or in his natural habitat: the library.
